Appointment of Watchers

- Pursuant to C.R.S. 1-7-106, the chairperson, authorized official, issue committee, or candidate shall submit the names of persons selected as watchers to the County Clerk by the close of business on the Friday immediately preceding the election, to the extent possible.
What is the certification process for watchers?

- Watchers must present form #700 Certificate of Appointment and Oath of Watcher, signed by the appointing party, to the County Clerk.
- The County Clerk verifies eligibility, administers the oath, and signs the form.
- Watchers must present their Watcher Training Course Completion Certificate to the Supervisor Judge at their designated location.
- Untrained watchers may not observe activities where confidential or personally identifiable information is visible.
Under what circumstances can a watcher be removed?

- A watcher may be removed by the County Clerk or designee if they:
- Commit or encourage fraud in connection with their duties;
- Violate any election laws or rules;
- Violate their oath; or
- Are abusive or threatening toward election officials or voters.

Media Observers
Media Observers with current credentials who agree to adhere to the "Guidelines for Members of the Media Who Observe Election Counts and Recounts" are permitted to witness voting, processing, and counting of provisional and mail ballots.
